I adopted that advice, and the Clerk of the Council, by my order, as Mr. Member of the Committee of Inquiry, wrote to Mr Moorson stating the charges which I thought it expedient to deal with in the first instance. I enclose that 1 letter and subsequent correspondence, which led to a satisfactory explanation by Mr. Moorsom, who appeared simply desirous to get over the brief period of my further stay in the Colony, without allowing matters to proceed to an issue.
20. On the 19th March 1875, 2nd April 1872, Mr Moorsom appeared before the Council, to answer the charges, and a lengthened inquiry and discussion took place. It seemed to myself and the Council that Mr. Moorson's answers were generally inapplicable and very unsatisfactory. Nevertheless, I was inclined to think that, owing to the absence in the Colonial Secretary's Office, and the difficulty, therefore, of fixing the precise dates at which two or three of the requisitions, which Mr Moorson was accused of keeping back, had been received, it might be necessary to frame additional charges on other parts of the Committee's Report. I felt, however, that there was no time for this.
